Very strange, I am experiencing this on 3 separate PCs this windows 8 
laptop, another desktop and on a windows 7 desktop too (all x64 IE version 
11.0.9600.17031) I have just downloaded and tried again but still no luck 
(For reference I tried to drag and drop control panel from the 
GettingStarted tiddler on an empty.html)

If I highlight control panel and drag and drop it creates a new tiddler 
with the contents of the control panel tiddler.

Two of the machines are my own personal ones and I only installed IE11 for 
the specific purpose of using TW with hta. Have you changed any of the 
security settings?
