That's right. 

The tiddlyweb plugin has to be part of the client, if you want to save to a 
tiddlyweb compatible backend. 
   syncer is a "client-side middelware", so you can use different adaptors. 
If no adaptor is active, savers are used. 

filesystem plugin is part of the server and implements the basic file based 
"storage engine".
