The Programs Committee of the TIF Board met today, and in my WG report I  referred to 
the final draft of the needs assessment we received this week from the UNT team.  John 
Collins, who is the committee chair, said he had read the draft (he's on the Library 
WG email list and he does read the mail!) and thinks it will be a very valuable 
resource for the Board.  He urged Board members to take the time to review it.

A researcher from UT presented a preliminary report on the needs assessment done for 
K-12 and for health care.  John Collins drew several comparisons between aspects in 
the UNT and the UT reports.

Although not due until early November, the Higher Ed WG report included their summary 
recommendations for grant programs.  Assuming they are allocated $21M (as in FY02):

$2.5M for the education intranet (each WG would chip in to fund it)
$2.5M for competitive grants for partnerships with school districts (I believe to 
improve teaching)
$16M for non-competitive grants (Carol McDonald specifically mentioned distance 
learning and libraries)

John said that the Board has not discussed the FY03 allocations, and he assumes that 
will happen tomorrow.  I'll let you know.
