The TL;DR; version is that fences are used for two things:

a) For the server to measure RTT so it can determine overbuffering.
b) For the client to synchronise pixel format changes.

The pseudo-encoding is so that we can handshake support for the
extension.

And it's actually not registered (although I've sent a message to
Tristan asking it to be).
