It would seem so, yes. x0vncserver is mostly a proof-of-concept than a
production ready implementation. Nobody's really working on it.

As an alternative, TigerVNC has a Xorg VNC module that you can load
into your normal X server. This will give you similar functionality to
Xvnc. It is more difficult to build though as you must build it exactly
the same way as your local X server.
