That version doesn't match the expected behaviour from your CMake run.
Could you send over CMakeFiles/CMakeError.log from your TigerVNC build?

Then it should find it. CMakeError.log might give some clue there as
well.

Do you have another libjpeg.a or libjpeg.dll.a anywhere? What is
JPEG_LIBRARY in CMakeCache.txt set to?
