One other thing I noticed is that you are still using HDD. The osm2pgsql manual
clearly recommends (NVMe) SSDs due to the need for fast random access during
some stages of the processing:

Even if you can swap out the disks for only a single SATA SSD drive, it might
help the processing speed. However, NVMe PCIe adaptors and a relatively small
1TB NVMe drive should cost you little, and be easy to install in older hardware.
