I don't know who's downloading or how lowzoom is working now. But it's 
perfectly possible (and for lowzoom probable) that these are never 
recorded in the tile queue system. IMHO tile requests can come in at 
zoom level 12 and 6 (if I remember right), but many low zoom renderers 
just shove up whatever they want AFAIK...

I don't know how easy it would be to count those unsolicited tiles too.
