Yep, this is the way I would think it could work easiest.

I don't think there are many tiles that fail on z12 directly. It's mostly the higher zooms that operate on the full svg that kill inkscape. (the z13..17 tiles are all cut from svgs that cover the full z12 area)

There has been done some work towards splitting that up, but it's not as easy as just cutting them up. You have to preserve labels, areas and so forth.
