BTW, these numbers could easily be reduced by splitting the layers
across different servers. We don't have the hardware and bandwidth though.

Also, I consider to turn off the automatic "changed tiles" requester
until we get faster disks (if deelkar thinks so too). (or at least
render them much more seldom).
Quick turn around time and a non-busy server sounds like an ok-tradeoff
to the need of manually requesting changed areas.
