Actually, the sleep seemed to be intented only in case of failures. I had a 
look at the code and it reduced the sleep delay by 25% for each successfull 
upload, but then it universally added 1 second to the delay on each run, even 
successfull ones. So we got stuck with a 4 second delay. I modified the code to 
not increase the sleep delay in case of success which got rid of the sleep 
after upload.

I ripped it out. Unmodified clients will still honor the returned "load level" 
of the server, so they still behave politely.
