Could you not add the data to the EXIF data for the images in the upload? I'd assume the images would be server unmodified. That way if I see a dodgy tile on the web I can download the image, look at the exif data on my local machine and know who to contact. That allows me to view who uploaded the tile without any change to the server infastructre.
