There is a feature in osmarender that lets you set a directory where the icons are separate files that all get mashed together in the resulting svg. Frederik: I think I saw something about this not being implemented in or/p? If not it shouldn't be too hard to fix, you can probably find examples of how this used to be done by looking at some fairly old svn revisions. Another thing I recently saw while looking at osmarender.xsl was that there is some kind of support for including a separate CSS file. Perhaps at least some things can be put in a common CSS file, and then zoomlevel-specific things can be overridden elsewhere.
