make it ignore configuration files.

you can set all config settings of the layers.conf as command line parameters.

--Section_Option=Value

--caption_MaxZoom=16

option names are case-insensitive:

--Caption_prefix=foo is the same as --Caption_PreFix=foo

while option values are not:

--Caption_prefix=foo is *not* the same as --Caption_prefix=FOO
