while nothing preevents you from uploading lowzoom tilesets to the server (or 
caption tiles, for that matter), the server will create lowzoom tiles itself 
(it's nearly done with the whole world now). I will have to think about 
blacklisting regions where people want to create their own lowzoom (hakan and 
turkey comes to mind). but i haven'tt hashed out yet how this is goiing to work.


much of the docs are outdated,yes. i tried to update as much as possible 
already.

the lowzoom caption layer needss to be crreated and uploaded from the 
clientside, currently. the server juust uses whatever there is.
