the uploaded tilesets into the right places?

I've asked this question 3 times in the last couple months and still haven't
gotten a very clear answer. Am I asking the right thing?

It's a combination of unzipping, creating tileset files, moving them onto the nfs storage (which is 99% full) and updating the database with metadata.
This has to happen for each layer of each requested and returned tileset.
