AFAIK, lowzoom stitching is triggered by tile uploads that went through the request queue, that's all. Changes of oceantiles.dat won't trigger tiles to be re-rendered and if you fix coastlines by only reversing their directions or closing gaps and not changing any of their nodes, the auto requester will miss those changes as well.
