I don't think your modifications to mod_tah would be necessary. All you need is a new layer that is not transparent. try any URL: http://tah.openstreetmap.org/Tiles/oceantiles/12/2000/15.png (sea) http://tah.openstreetmap.org/Tiles/oceantiles/12/2000/1500.png (land) Happy overlaying.I added this to: http://server.tah.openstreetmap.org/Browse/slippy/ as an overlay layer.
