I don't think your modifications to mod_tah would be necessary. All you need is 
a new layer that is not transparent.

Happy overlaying.I added this to:
http://server.tah.openstreetmap.org/Browse/slippy/
as an overlay layer. If anybody would tell me the magic incarnation to disable 
this for z<12, that would be great.
