Files are copied with a _part suffix first and then renamed.  This
should be safe, I hope.

I believe the only potencial for clashing should be when two clients
try to put the same tileset into uploadable at the same time.  The
chance for that should be pretty low.

Anyway, on platforms where file locking is an issue people need to
keep installations separate.  All others can reuse them.
