On talk-de there is just a dispute on construction=yes
One Mapper uses this often, but a lot of applications routes or
render this as a normal road not under construction.

I added a small "hack" to avoid wrong rendering of construction=yes
but rendering of highway=construction construction=... works better,
so this is the better way now...
