Actually, osmarender first renders the road casing, then the building and then the core. This is to make places like this: http://tools.geofabrik.de/map/?type=ti...@home&lon=10.75114&lat=59.91142&zoom=17 look good. I also seem to recall that if I drew the buildings above the road core roads could easily get swallowed completely in some cases, which is a bad idea. I agree that casings should be drawn inside the areas instead of outside, but as far as I can see that's not possible with SVG.
