Please be aware that you're not operating at the root of the SVN tree. If you introduce a tags directory then - unless I'm completely mistaken - anyone who does a checkout of the whole OSM SVN tree will have every single tagged version downloaded (SVN is not clever enough to download identical files only once) and placed in his file system. The tag/branch/trunk technique can be used if people can be expected to check out only trunk, or selected versions from tag/branch, but IMHO it is unsuitable for subtrees. If you want tag/branch/trunk then get svn.tah.openstreetmap.org and make the distinction at root level - don't make the distinction four levels down in the global SVN.
