Or Egon's ISP.

With the ISP I was using until half a year ago I had similar
problems.  My workaround was to upload to my own server which acted as
a proxy.  A direct upload was almost never succeeding.

If the ISP is blocking uploads it might help to upload to a different
port.  Of course speatz would need to setup the server to accept that.
