It very likely is. And the more multipolygons are used the more often we will see those glitches on the map. I don't think the client can reliably determine how to close incomplete multipolygons. AFAICT there are two options. Either the client needs to download and merge missing outer members or the (TR)API servers need to always return all outer members of multipolygons.
