[time-nuts] JJY Simulator

For lab experiment I need to simulate JJY's transmission at either the 
40kHz or 60kHz channel
I have a test set which outputs IRIG-B.  Is anyone aware of a translator 
device OR Windows software that will take the IRIG signal and output a 
simulation of JJY?
