  David,

   I built a few years ago a GPSDO based on the very same Isotemp OCXO you are 
using, but didn't notice what you 
observe. And after all, the GPSDO itself must have very long time constants on 
the ECF loop so to make a delay in the 
OCXO response (if it really exists) irrelevant.
