I did not remember the link, so I googled "Silabs Base Adapter" and this
came back

If you want to program DIP chips (not Toolsticks), you also need a Debug
adapter

Scroll to the bottom of the page.

The Debug adapter plugs into the Base adapter and has a JTAG/C2 connector
that is convenient for prototypes (10 pin header, but you only need 4
wires).
