The 7th of February edition of "New Scientist" has an article talking, in general terms, about how time-keeping has improved, and how optical clocks are set to supersede Caesium with accuracies of parts in 10^18. The author, a freelance writer, was reporting his talk with Patrick Gill, the head "Time Lord" at the British "National Physical Laboratory".
The complete article can be read online on the New Scientist website: http://www.newscientist.com/article/mg20126941.900-a-clock-more-accurate-than-time-itself.html?full=true (this tinyurl version might get through the system better: http://tinyurl.com/bt5uds ) Enjoy!
