An update - another rom reader/burner was able to read the ROM, and replacing ALL the ROMs with new ones burnt from the originals brought the meter back to life. The original ROMs wouldn't work.
So that's another truly fine piece of test equipment brought back from the graveyard and good for another few decades :-).
