I don't know if this was the same in other countries, but the first
set of screw-in fuses approved for house installation in Denmark
had the same E27 screw-socket as lightbulbs, for exactly that reason
and som electicity companies delivered a 100W lightbulb attached
to the fusebox with a string.

The official pamphlet that came with your new electrical installation,
adviced that you should always have a working 100W bulb next to your
fusebox, so that when the fuse blew, you could screw in the lightbulb
to find where the short were.  It gave a very clear procedure, but
did not actually explain how this worked, leading a lot of people to
believe that the 100W bulb attached with a string was "special".
