If you need time/date calculation code, search the net for "Lilian Date"
Most implementations allow for fractional manipulation of dates/times. So for example you can take a date time stamp convert to Lilian, add 4 hours 23 minutes and 9 seconds and convert back. Either that or convert to epoch seconds and manipulate the seconds value. Your question leaves open where you see the real problem in doing so. Is it a problem of doing time/date based math (which may be tricky when it comes to handling of different month's length and leap years)? Or is it something different? Do you have a microcontroller or a pc available for that task? What is your programming environment?
