For easy tinkering use the msd to play with its the slowest counter Suggest 74ls90 decade divider, feeding 74ls75 quad latch, to a 7447 7 seg decoder. You should have an inverter as I am unsure which way the transfer pulse will need to be. Only other potential issue is the count pulse level and polarity into the board.
