I played quite bit with trying to convert the individual sat clock bias values into a workable number that could be used to control the oscillator. It never worked out.
It appears that Trimble is processing and reporting those numbers in a manner such that you need all of them to get what they call the "combined clock bias" aka the PPS error. They don't appear to be "raw" values that can be independently worked with.
