For this temp range, thermal shock or reversal should not be a problem. Neither is reversal, just use a (relatively) cheap h-bridge off epay... working out the water temp might be a problem? There will be no problem with h-bridges, as the Peltier junction has very small L-C values, ie not like a motor... Don
