Install a NTP on that computer http://www.ntp.org/ Basically, only the 1pps
is needed and will discipline the local oscillator.
Nit pick: You need more than just a PPS to get time. You also need something
else to tell you which second a pulse corresponds to. Most GPS units come
with a serial port that does that.
Sure, but you don't need that information all the time and when it is online it
can
synchronize with a stratum 1 server to know that information.
