Set up to do it in the kitchen - yes.
Would I buy one - probably not, given your constraints. Never build what you
can reasonably buy.
Would actually do it in a reasonable amount of time -yes
As far as the stencil is concerned... you can have them laser cut for cheap...
like $20 for an 8.5x11" kapton stencil. You could easily ship them with the
board for a couple bucks each.
