That appears to be one of the PCTEL/MAXRAD series antennas that
Lucent has used for years for their cell site GPSDO equipment. Although
they typically used the 26 dB gain version, rather than the 40 dB gain
version
you pointed to.
They are available on eBay for as little as $20 very-used up to $90
new-surplus,
including the mounting casting and rubber gasket.
