I'd think an LCD voltmeter on the backup battery would be more valuable. A simple retriggerable one-shot and an LED will tell if the 10MHz goes dead, much less distracting than a frequency counter that will tell you how inaccurate its independent reference is.
If the Rb feeds a disciplined Xtal osc in the same box a small phase meter might prove useful. Then again, it might always indicate the same value... which is again of little value.
