There s a document on the WWV web site that explains it. But for your purposes then 1/10 of a second is "good enough". I think you can do just fine without GPS and GPSDXO oscillators and the like. NTP over the Internet is an order of magnitude better then you need. Even if the Internet service is disconnected now and then. Your only remaining task is to write a function that transforms UTC time to your own desired time. Run that inside a loop and you are done.
