This is not a good (Heaviside step) time marker.

The amplitude is carefully crafted to signal and transmit antenna.



Is it possible to decode that signal by any very
simple "on-my-shelf gear", as for instance a PC
sound card,to recover a good seconds time mark?

Do you know some software to perform the above task?


You need a wide-band sound-card like EMU0202 and SpectrumLab. This software contains the needed tracking software. A simple JFET or low-noise OpAmp as preamplifier for a 1 metres wire-antenna.
