I seriously doubt you will get any kind of signal that the FS700 or
any other LORAN-C receiver can use.  Your nearest station may be
one of the Russian "Chayka" stations.

I would too be in the market for one, I'm in Sweden so I too get to see some LORAN-C. However, I recall there being some issue with the FS700 and support for European chains due to the chain delay settings.
