Yes, this is equivalent to the "dual HP 3048A" technique.  An inelegant
weapon from a less-civilized age.... but still, you really can't beat a pair
of cross-correlated quadrature PLLs when you absolutely have to achieve the
lowest measurement floor possible.  Dead-simple block diagram, no digital
noise or artifacts to worry about.... but a LOT of work to set up, calibrate
and use.
