If there is no datasheet to refer to then the usual value is between 10K and 20K. 10K is the most common value for 5V or 8V Vref. The OCXO should provide the Vref output pin to connect one side of the pot, the other to GND, for a GND referenced EFC. Your mileage may vary but, without a datasheet, it is the best starting point.
