It sounds familiar, but I can't put a finger on it. For some reason, it reminds me of the Lovecraft story about the circular prison complex that the prisoners had to rotate one cell at a time via a big rope once a day. ..

Occasionally, they "work" by pedaling a machine that generates electricity for the tower. Their leader exorts them to work harder through a wall-sized TV set. Does anybody recognize that scenario? At least one writer has suggested "welfare dormitories" for the 50% of workers made redundant by automation around 2050. Would like to get it into the book if I had a reference. Note the use of a time in the future to stay near topic.
