Yes, I suspect it needs a pretty decent TDR for this.

They are available in much more affordable pricing than comparable VNA options, and with much less calibration hazzle for OK-ish results.

What is lacking, to my knowledge, is free post-processing software. I haven't looked around in ages. Maybe it is time to do a search again.
