Full-blown 802.3af POE (IEEE 802.3af-2003 for example) is not a simple beast.
The Arduino world uses a standard module, the Silvertel Ag9000-S. Silvertel shows them as $10.64 each for a module that puts out 9W max and is 802.3af compliant.
