I would have to say one of the modern clock/pll chips as easy as its going to get. otherwise its the conventional multiply and filter. Now with some humor it depends on what you think easy is. There are other aspects that you have not shared with respect to the quality of the signal and its use case. These could make a very large difference in the direction you want to take.
