Anders, It's possible to discipline the local clock with PTP and have NTP serve that time to other hosts if that's what you want to do.
It's easy to have a single local NTP instance track multiple remote NTP instances. Preferred, even. I routinely see LAN machines running NTP that track time to 1ms or better using just the network - no PPS.
