Just one of the features of the new world of "public-private partnerships," which have been spurred on by government funding cutbacks. There is lots to say about the wisdom of such arrangements, but the subject is much more political than technical so further discussion is probably well beyond the scope of the list. Note that we see it also in the proposal to resurrect an "improved" LORAN system.
