The oscillator appears to start too high in frequency, overshoots
downwards, then settles down.
That is a typical warmup profile for an ovenized AT-cut crystal (OCXO
with AT-cut crystal).
it looks as if the oven is underdamped to me.
That is a nominal warmup performance.
